[DDO-4164] Prevent dependabot from upgrading oidc library until bug is fixed

Looks like Dependabot went and undid this downgrade - #841.

This PR downgrades the oidc library again, and adds an ignore entry to dependabot.yml that should prevent it from pulling in the broken upgrade until we're ready.
