Improve the test coverage of task containers on `LocalRuntime`

[ADD-SP]

This issue is tracked by #7558, and it MUST be done before stabilizing the LocalRuntime.

What are the task containers?

• JoinSet
• JoinMap
• TaskTracker

What do we need to do?

We need to add tests against:

• JoinSet::spawn_local
• JoinSet::spawn_local_on
• JoinMap::spawn_local
• JoinMap::spawn_local_on
• TaskTracker::spawn_local
• TaskTracker::spawn_local_on

Hello @ADD-SP, I have committed new tests for JoinSet in tokio-util/tests/task_join_set.rs and rt_local.rs. They could be considered a little bit redundant but they cover different use cases. Could you please take a look? After a first feedback I can then update the tests in my repo for JoinMap and TaskTracker, which are ready and very similar to those in JoinSet I committed and then commit them..
