Return current contracts rate in consumption

Sometimes, last_hour_consumption in get consumption returns 0, although the user has contracts in grace period.

Is it possible to return all current contract rates? (active contracts rate + overdue)

Started implementing calculations in the grid proxy. I added the current_contracts_rate field to the consumption endpoint, but I couldn’t test it because all TF websites were down. I'm still looking for a way to getContractPaymentState and getContractBillingInformationByID as they're being retrieved from Chain in grid client.

I found getContractBillingInformationByID used in GraphQL, but getContractPaymentState isn't. I've opened an issue.
