rfs server should invoke the main function of fl-server crate not invoke the fl-server binary

• Tried to call fl-server function but cannot add it as a crate because it creates a cyclic package dependency

• some issues in integration

• only one binary exists now (rfs)
• rfs includes docker2fl and server
