We recently started scanning `.css` files to extract CSS variables. But this also means that we are considering `.css` files as content/source files and that's not what we want.

This PR fixes an issue where the upgrade tool also migrates
.cssfiles as-if they are content files. This is not the intended behavior.Test plan
