Primarily because it doesn't support Process._fork, but also because it's been EOL for many months.
because fedora 35 distributes ruby 3.0
Because windows rubyinstaller builds with UCRT starting with ruby 3.1.

Note that this also drops the x64-mingw32 native gem, because RubyInstaller builds with UCRT starting with Ruby 3.1.
