update code host links to point to admin/code_hosts to avoid confusion

previously there is only one letter difference between documentation for code hosts and external services. * admin/external_service -> code host docs * admin/external_services -> external service docs This is error prone and confusing, so the code host docs now live under the folder `code_hosts` and all previous link point to that folder
