Editing of PR 313 and additional changes

• Some things were not formatting correctly on the page, so fixed these
• created the English language version of anacron.zh.md and made some
  minor formatting changes to both anacron.zh.md and anacron.md so that
  the menu displayed more cleanly
• added wording in the cron_jobs_howto.md and cron_jobs_howto.zh.md that
  pointed the user to the anacron*.md procedures if they were running a
  workstation rather than a server (added links to these in the documents)
• added title and contributors meta to a couple of these files as needed
