Plugins: find quick-lint-js exe in node_modules

The quick-lint-js editor plugins (Vim, Emacs) should find the quick-lint-js executable if it was installed within a project using npm.

Security risk: The node_modules directory should not be blindly trusted by our editor plugins. We should verify a signature before using the executable. #133
