Add PR Comment when no changes #1361

Issue details
The Github action does not update the PR comments if no change occurs. This can be confusing in PR workflows where additional commits fix issues on preview (such as inadvertent deletion of resources)- the additional preview is successful (no changes), but users are not notified via a comment that the unintended change is now reverterd.
Example:
Additionally the preview workflow shows empty details, instead of "10 Unchanged"
