Add support for orphan mitigation mechanisms

Add support from OSB spec v2.15: [orphan mitigation](https://github.com/openservicebrokerapi/servicebroker/blob/master/spec.md#orphan-mitigation)

## Implementation

Functions should return a boolean value depending on whether orphan mitigation should be triggered, according the the table in the OSB spec (link above).
