deploymets: use QCI images with keel triggering

• This PR adds the keel deployment. Keel accepts webhooks from quay and is polling for changes in the image registry and it will automatically rollout new pods when a new tag with the same name is pushed to the image registry.
• Deployments need to be annotated accordingly.
• All deployments on app.ci except release controller deployments are targeted.
