Can't start upgrade from console

Describe the bug

I started an upgrade on console to version 4.17.0-okd-scos.2. It starts a pod version-4.17.0-okd-scos.2-klvht-fbx5j, but it is in ImagePullBackOff state. The registry.ci.openshift.org is surely opened in our proxy, so I wonder what could be the issue.

If i start the upgrade from CLI it still works fine, but it would be fine if we could use ACM to start upgrades.
