Bootstrap fails on node-image-pull.service fails

Describe the bug

After installing the bootstrap with Fcos image and igntion files, i keep getting this error
which prevents me from continuing the installation.
it looks like there is a confusion on ostree refs on which ref to use.

Temporary solution that worked for me
FedoraCoreOS: 41.20250331.3.0
OKD: [4.18.0-okd-scos.10]

Bootstrap Node: KubeAPI server UP!

Actually I had success with using Centos Stream core os instead of Fedora CoreOS. Its not well documented in the current OKD docs, but blog posts now refers as Centos stream cloud as replacement for fedora coreos

For OKD 4.19 I used this https://cloud.centos.org/centos/scos/9/prod/streams/9.0.20250510-0/x86_64/
