While here, export mbedTLS's debugging threshold knob to Lua code. Tested through HTTP module.

  • This PR is for the dev branch rather than for master.
  • This PR is compliant with the other contributing guidelines as well (if not, please describe why).
  • I have thoroughly tested my contribution.
  • The code changes are reflected in the documentation at docs/en/*.

Wholesale import, with a few changes from earlier preserved through.
Ideally we would soon get to the point of having no divergences from
upstream.

I ran a few test cases from #1707 as well as non-TLS HTTP requests. Other than what we already know I didn't notice any problems.
