[FEATURE REQUEST] Support Microsoft Desired State Configuration

Describe the new feature

Microsoft Desired State Configuration would enable UniGetUI to be configurable directly using UniGetUI itself.

Describe how this new feature could help users

WinGet Configuration could be used to configure UniGetUI, and it would allow users to export their UniGetUI settings natively via winget configure export --all -o config.winget and then move those settings to another device.

It looks interesting, it could be useful to both specify unigetui settings but also package managers and dependencies to be installed, I will look into what I can do

We've got a few DSC Resource over at https://github.com/microsoft/winget-dsc for a few other package managers. I'd suggest just focusing on the UniGetUI settings in UniGetUI and look at partnering with the other package managers to provide their own DSC 3 implementation.
