Ossl bindings should probably load the default config

The ossl bindgins create a new "naked" context, but they should probably load in the default config by default.

May make sense to provide a way to conditionally or not load the config by allowing the request of a new context.

Finally we may also provide a setter that allows to change specific config options like the default query property

If we will allow setting property query for the context, we might be able to get away by reverting #317 to simplify the ossl API.

After a discussion with Simo, if sequoia switches to ossl bindings, the library context is created out of fresh and does not have any the FIPS property so we should be able to make it working even without this.

Did the revert as part of #321. It did not made it to the changelog either so it should be harmless.
