Re-introduce code to deal with conflicting features

In the past we had code that would handle conflicting feature with a failure at build time. Some of that code has been moved an ultimately lost during workspace re-organization.

Add back conflicts to build when both dynamic and fips features are selected and find out if other features should be conflicting.
