📖 Document move labels for ORC CRDs

What this PR does / why we need it:

Since CAPO is now relying on ORC resources, it is necessary to label them correctly before doing a clusterctl move. This PR adds documentation for it.

While testing this, I noticed that ORC did not update the status of the OpenStackServers after the move. The status was completely missing until I added an annotation. This triggered a reconciliation that added the status. CAPI did not consider the Machines to be healthy until this was done, because it relies on checking the status of the infrastructure resources.
