In order to lower resource usage and have a faster runtime, PRs will not run Cloud tests automatically. |

Related to the Grafana version upgrade in the CI: #2121.
Fixes tests in Grafana >11.0.0 for the
grafana_library_panelresource. Thefolder_uidwas populated with a migration in Grafana > 11.0.0 so I added it to the TF files for the corresponding Grafana versions.
