Fix bug in PDC data source

• Update property name to match schema
• Filter access policies to PDC networks based on scopes

In order to lower resource usage and have a faster runtime, PRs will not run Cloud tests automatically.
To do so, a Grafana Labs employee must trigger the cloud acceptance tests workflow manually.

This will resolve a separate issue that would affect the PDC data source. The issue in #1994 will be fixed by #1999.
