UI: ambiguous flag for disabling sign up

The option in the admin UI and it's descriptions deceives as from the tooltip it looks like that when the box is checked the self-registration of users is disabled. The name of option and comment should be aligned with each other.

And when installing with helm - it looks like that on the first start up button Sign Up is available through portal even when logging in as admin the flag is cleared.

Maybe we should refine the message in tooltip as "When it's unchecked. Sign up is de-activated, only system admin can add new user to Harbor"

The tooltip shouldn't change when the status of the checkbox changes.
