Upgrade rimraf semver to remove inflight

The rimraf version this module is using contain dependency that cause memory leak. It would be appreciated if rimraf is update to v4 or later to remove it

@bluesmoon the current code failed 8 test on my machine before any change is made. Is it the same on your end?

I know some of the tests fail because the geoip database we ship is outdated and we can't fix that due to licensing restrictions, but updating the database before running the tests should fix it.
