Add option to whether or not a detector implements a health endpoint

Description

As an orchestrator user, I'd like to have an option to say whether or not a detector implements a health endpoint, so that the /info endpoint doesn't try to invoke non-existing health endpoints.

Discussion

This is a follow up of a discussion in #183.

This should be an optional configuration that defaults to false.

Acceptance Criteria

• Unit tests cover new/changed code
• ADR around implementation and design of such rules merged

This is being handled by #220

This was addressed by #220 in a way slighly different than the proposed - detector config how has the optional value of health_service, which can be used to configure health endpoint hostname and port. If no health_service is provided, service hostname and port are used instead.

Particularly, this long was implemented on this commit.
