Support refs in OpenFeature endpoints #4173

Problem
It would be great if Flipt would support changing the reference in the OpenFeature evaluation endpoints as well.

Ideal Solution
This can probably be implemented with a custom header X-Flipt-Reference similar to X-Flipt-Namespace.
