[Internal] Switch all tools to use via `go tool` after upgrading to Go 1.24

Go 1.24 introduced the new go tool command (doc) that will allow to specification of all tool dependencies as part of go.mod

Don't forget to update the contributing guide (i.e., mentions of terrafmt, etc.)
