rust: allow users to specify ProcfsHandle for Root and Handle operations

This is a clearly missing feature from the current "poor man's" configurability of ProcfsHandle (in the form of ProcfsHandle being something you can create yourself and call methods on).

(This might be a little annoying to plumb all the way through to all of the resolvers and operations.)
