Steps to Reproduce

1. terraform apply -->

Expected Behavior

It should apply project and apps updates as before. We noticed as we increased the number of projects (~24) and apps (~110) that we hit this error without changing the child module code for deploying projects or apps, no changes to the provider or argocd version.

Actual Behavior

Fails to apply changes.
