Two browser tabs after "npm run dev"

It happens on a project I am working on, today I started a new project with the same issue, any clue what's going on?

I was using @vue/cli@4.0.5 instead of 3.8.3, I have updated to @vue/cli@4.1.2 right now but still two browser tabs open.

@jgrandar not just the global @vue/cli, you must update @vue/cli-service to latest version or after 3.8.3

if using @vue/cli@3.x，you can modify the following：

1. vue.config.js devServer open:false
   
2. package.json "dev": "vue-cli-service serve --open"
