Use unfiltered Quad9 by default

Currently, we're using the filtered version that may be blocking some domains.

Let's replace it with unfiltered version:
https://www.quad9.net/doh-quad9-dns-servers/

DOH will be:
`https://dns10.quad9.net/dns-query`

Plain is: `9.9.9.10`
