Technical Steering Committee (TSC) Charter

As part of the Academy Software Foundation graduation process, OpenTimelineIO needs to adopt a charter for our technical steering committee, which includes a governance model.

Here is the ASWF TSC charter template as a starting point:

Note: we have been blocked on adopting this because the charter explicitly mentions the Apache License, and we have not yet switched to that (see #816 ). Per the recommendation of the ASWF Technical Advisory Committee (TAC), we intend to unblock the adoption of this charter, by removing the references to the license from the charter.
