Automate the process to fix MULTIPLE_AREAS and multiple colon(:) in the same line of generated release notes!!

Detailed Description

What's need to happen

• Look for any MULTIPLE_AREAS entries. If the PR does indeed guarantee multiple areas, just remove the MULTIPLE_AREAS prefix and just leave the areas.
  • For example:
    • From MULTIPLE_AREAS[KCP/CABPK]: Change envVars fields from []EnvVar to *[]EnvVar (#12539) to KCP/CABPK: Change envVars fields from []EnvVar to *[]EnvVar (#12539)
• Remove the multiple colon(:) from a line.
  • Remove multiple colon to single colon and append the string with /, for example below
    • From Testing:Framework: Watch logs from init containers (#12208) to Testing/Framework: Watch logs from init containers (#12208)
