Automatically Adding New (CDX) Index Files #181

Raised by Colin on the mailing list: it would be useful if OpenWayback could automatically add new CDX files to its configuration.
Currently the ResourceIndex configuration needs to be updated and Tomcat restarted for changes to be made. Having said class watch a folder for changes (possibly via Java's WatchService) would be much more manageable.
