Job manifest force replacement causes duplicate recreation.

There's an annotation on a Job manifest argocd.argoproj.io/sync-options: Force=true,Replace=true.
During the sync operation job is removed and created twice within a short period. This is unexpected and triggers undesired job execution.
Why is that happening?
