Dose reloadcmd persistent ?

When I install a cert with reloadcmd

acme.sh --install-cert \
  -d 'example.com' \
  --reloadcmd 'echo what && systemctl restart && do something && echo done'

Will reloadcmd execute when each renew happend ? ( In other word, Will acmne.sh rember this argument? )

Yes, you can see the config that acme.sh has stored for your domain with:

acme.sh --info -d $domain

The reload command appears in a line labelled as Le_ReloadCmd
