Problem Statement

This is the next step for #1960

As mentioned in the comments, we need to distribute the completion of this task due to the upcoming release date.

Since we have already used KO as a substitute for KIC and KGO, which will also be our main maintenance project going forward, we hope to avoid investing effort in kcfg and treat KO as the single source of truth.

Ultimately, our goal is to complete the migration and retain them in the KO repo.

Acceptance Criteria

• KO repo is a place to develop CRDs, which are used directly
• Helm chart is updated to work with this feature / enhancement
• Docs are updated so customers can install CRDs using kong-operator kustomization URL
